The service stops working from 11:02 to 14:xx. It always starts at 11:02 (with or without VPN).
Has anyone encountered similar problems? More importantly, does anyone know the cause? Most importantly, does anyone know the solution?

There is definitely a blocking.
Report this to your provider. If they don't find a solution, you find a different provider.

I changed servers before. Do you think it will be ok if I go back to my old server?

I think you are not the only one experiencing this problem. Everyone who connects from the same region as you should be experiencing the same problem. Therefore, you do not need to change servers. Your provider should fix the problem.

Yes, get a 24 hour test from a different provider. It will work fine during the hours you specified.
